PRBD Transition to SoCoBD: Important Updates

Effective December 31, 2025, the Pueblo Regional Building Department (PRBD) will undergo a name transition and a change in jurisdictional boundary. As of this date, PRBD will no longer have jurisdiction over the unincorporated areas of Pueblo County, including Pueblo West and Colorado City, etc.
This announcement is critical for all homeowners, developers, and contractors operating in the Pueblo area. Please review the details below regarding how this change impacts permitting, licensing, and inspections based on your project location.
SoCoBD will not have jurisdiction to provide any information regarding projects in the unincorporated areas of Pueblo county, either in the office or on the website. You will need to contact Pueblo County Building Department for that information.
What This Means for Homeowners and Contractors:
Inside of Pueblo and Boone City Limits
For all construction and development projects located within the established city limits of Pueblo and the Town of Boone, the following changes apply:
- Name Change: The Pueblo Regional Building Department (PRBD) is transitioning its name to the Southern Colorado Building Department (SoCoBD).
- Contractor Licenses: All contractor licenses currently active, created, or renewed with PRBD will be automatically and seamlessly carried over to SoCoBD. No immediate action is required for existing city-based licenses.
- Permit Management: Permits issued for projects inside Pueblo and Boone City limits will continue to be handled, managed, and closed out by SoCoBD.
- Inspections: Inspections will continue to be conducted as normal by SoCoBD staff within its defined service area (Pueblo and Boone City limits).
- Contact Information: All current PRBD contact numbers, office locations, and online resources will transition to SoCoBD branding.
Unincorporated Areas of Pueblo County
All areas of Pueblo County that lie outside the corporate city limits of Pueblo and Boone will now be managed by the County's new Building Division under Pueblo County Planning and Development.
- New Jurisdiction: The County's new Building Division will have full permitting and inspection jurisdiction over unincorporated Pueblo County, including metro districts such as Pueblo West and Colorado City.
- Existing Permits (Before 12/31/2025): Any permits issued by PRBD for projects in these unincorporated areas *before* December 31, 2025, will be taken over by the County's Building Division for final inspection and closure. The County will provide specific guidance on how to schedule these final inspections.
- New Permits (After 12/31/2025): All new permit applications for unincorporated areas must be submitted directly to the Pueblo County Planning and Development Building Division.
- Contractor Registration: Contractors working in unincorporated Pueblo County are required to register with the County's Building Division. You can find detailed instructions and requirements here:

- Q: Will my current PRBD-issued license still be valid?
- A: Yes, if you operate within Pueblo or Boone City limits. Your PRBD license will be automatically transitioned to a SoCoBD license and remain valid within those city boundaries. If you plan to work in the unincorporated County, you must also register with the Pueblo County Building Division.
- Q: Will I be able to use SoCoBD to get permits in the county or vise versa?
- A:Both departments will have separate online portals for permit submission, inspection requests, and fee payments. Contractors working in both areas must familiarize themselves with both systems.
- Q: I have an open permit in the County that was issued by PRBD. What do I do?
- A: Your permit will be taken over by the Pueblo County Building Division starting January 1, 2026. You will need to contact the County's Building Division directly to schedule any remaining inspections needed to finalize your project.
